Scam or incompetent

Paid for a suite and was given a total dump instead of a suite and was told I would be refunded the difference but wasn’t. Couldn’t get ahold of the manager who dodged me on purpose. Was told by BringFido there was nothing they could do with the bait and switch. Either a total scam or incompetent.
